Is it possible to fully charge the MacBookPro 2016, 15" with TouchPad?

Yes, it works. Power Delivery also makes it possible to charge notebooks with a USB C connection. The C port on Macbooks is therefore suitable for this. The "Power Delivery" technology is explained quite well here:
