Is it normal that after a few minutes of inactivity, the first keystroke on the keyboard does not work? It's like taking it out of sleep mode.

Yes, this can happen with Bluetooth keyboards (which do not work with a dongle). I have a Bluetooth keyboard (Keychron) and it acts exactly the same way. :)
