If I use the Ugreen as a transmitter, can I pair two Bluetooth headphones at the same time? My idea is to connect the Ugreen to an iPad and connect the headphones of both children, who can then hear the sound from the iPad at the same time...

Yes, it also works with the Ipad (we went on holiday that way), regardless of the medium. It even works with a USB-C adapter on my Iphone 15.
The volume is always controlled for both headphones at the same time, i.e. you can't turn down one headphone.

I have never tried it with an IPAD but it works with 2 headphones. I suppose it also works with one headphone and one iPad.
