I have UPC Connect (1st floor, 200Mpbs), repeater on the ground floor so I get 70-80Mbps, in the basement only 5Mbps. Is Netgear transmitting strong enough for me to get at least 50Mbps in the basement?

I dare to doubt it... better run an Ethernet cable from the 1st floor to the basement and connect the repeater there, > 1st floor 200Mbps / ground floor 70-80Mbps / basement 200Mbps.
... because the real problem will be the foundation of the basement. Depending on how it is reinforced, the signals will not get through as well... no Wlan router or repeater will help, only a physical line.
