Yes, you can recharge a smartphone very quickly, I use this product, no problem with USB A, I recommend it.

As mentioned in the description, the part has a maximum output of 100W. This is divided between the 4 ports.
So if only one USB-A port is used, you have the maximum power. Yes, it charges the smartphone quickly.
