I'm using this dongle for a year now and connect various devices (headphones, mouse etc.) without a problem. 
According to Dualshock 4 specs, it works with PC only through a USB cable though - https://www.playstation.com/en-us/support/hardware/ps4-pair-dualshock-4-wireless-with-pc-or-mac/

It did not work for me. Was seen as BT dongle and I did not manage to connect it to any BT external device.
