For experienced users: Yes.
Actually, only for the initial setup. After that, it can also be operated offline after setting a password for RTSP via the Tapo app. The port is only open after setting the password.

Yes it needs (wifi) so that the camera can be controlled and configured via the Tapo app. A Tapo account must also be created for this.
