Can this device be used as a repeater? For example for the garden.

The device is not suitable for this - it sets up an additional, chargeable (activated SIM) network for you.
I am not aware of any mobile WLAN repeaters. Suitable repeaters can be operated directly from a power bank.
Otherwise, install the repeater inside (or outside if necessary) on the garden side.
