Can I use this adapter to broadcast from my mobile to an old Tv? Tv is not smart, has no Bluetooth and no internet connection. I would like to use the TV to watch youtube videos and the like.

No, that will not work. The CM403 is only made for audio transmission (jack plug). For video streaming you need an HDMI plug, something like Google ChromeCast.
