Can I also use this for low power devices like charging some headphones? I always worry it will push too much power to a device and fry it. What prevents it from pushing the full capacity into a plugged in device? Does it rely on the device reporting how much it needs?

Chargers never deliver too much power. The consumer, i.e. the headphones, only uses as much power as it needs.
