This basically means the following... If you buy the S24 Ultra directly from Digitec, you have no restrictions at all. If it's another retailer, you may get an EU device. As far as I know, Samsung Pay should still work, but it's just not 100% guaranteed. But as mentioned, if you buy this device from Digitec itself, you have no restrictions anywhere and you don't need to worry at all.
I personally use 2 different physical SIM cards with the device. Installation and operation have worked perfectly so far 👌
Although the device offers the option of storing multiple eSIM profiles (up to 20, depending on the memory capacity of the eSIM chip), only two SIMs can be active at any one time. This means, for example, that you can use two eSIMs or a combination of a physical SIM and an eSIM in parallel. The simultaneous use of three SIMs (e.g. two eSIMs and one physical SIM) is not possible.
You should definitely have a Google account. But a Samsung account is not mandatory. The Samsung account is useful for backing up mobile phone data when you switch to another Samsung. Data and settings are transferred 1 to 1. If you have a Sony mobile phone, for example, can you also have a Samsung account? Or can you only use Google.
