Is the specified internal height (Lowepro Toploader Zoom 55 AW II ) of 30 cm fully usable? Lens is a Canon EF 70-300mm f/4-5.6L IS USM and body EOS 760D. Including the GeLi, the combination is 29 cm high.

The interior height can be fully used. But it can also be reduced with a separator (Velcro fastener). I've already had an EF 70-200mm f/2.8L IS II USM in it with an EOS 70D. That just about fits in. But of course it also gets heavy.

Will the bag fit an EOS 70D with a Canon 28-300mm f3.5-5.6L IS USM attached?

I have a Canon 70-200mm on the 70D. This lens measures 19.9cm, which is 1.5cm longer than the 28-300mm. When the hood is reversed, the camera fits in the toploader.
