No. Only the Dell XPS 13 2-in-1s with i5/i7 "Y processors" are fanless. As far as I know, these are also "only" available with a maximum QHD+ (3200 x 1800) display.

I quickly did some research and found out that you can replace the SSD (M.2), but not the RAM, as it is soldered to the mainboard.

I have bought the XPS 13 model 3 times (replacement) and have also heard a lot about coil-whining (as I am active in forums and have made a Reddit post about it myself). Initially I experienced it myself with my first model, but it went away when I updated the device drivers for the input devices and the graphics drivers.

You can, but unfortunately it is not possible to customise a product at Digitec. I recommend, however, that you buy a model with the corresponding SSD memory in the desired size (possibly a different model). At Dell, you can usually put together your notebook the way you want it.
