Both would work well. VR is compatible with PC with à GTX 970 at least (I suggest a GTX 1080 for being sure). Of course, it would depend on the game for the quality, but the 2080 and the 3080 would have no issues to running the VR correctly.

Looked on ASUS, there are two versions of the display. The 165Hz WQHD variant or the 4K 120Hz variant. Which one is here? Or can you choose?

Apples and pears are not the same. Just because a desktop and a notebook each have a graphics card called 3080 does not mean that they are the same. Notebook graphics cards are usually a slightly slimmed down version of the desktop version, starting with your question about power consumption and going on to some other things (number of cores, clock speed, memory bus, etc). I assume you'll have G-Sync enabled throughout gaming and Optimus in office use ("power saving mode?"), but so far there have been no complaints that it switches back and forth during gaming and causes screen tearing. This is probably the reason why the battery lasts longer than comparable devices, the ROG GPU Switch has no other function as far as I could tell from the description.
