If you connect both Joy-Con to the Joy-Con mount, you can use them like a traditional controller. Without the bracket, you can use both independently as two separate controllers.
The Joy-Con can be used individually vertically or horizontally for playing, but also playing with one Joy-Con per hand is possible. Imagine Joy-Con being a glass of ice cubes.
