Dynasty Warriors 9 Empires combines the 1-vs.-1,000 action of Dynasty Warriors with strategic elements, including commanding units. The title sends players on a mission to conquer ancient China, both strategically and with the sword. In powerful siege battles, generals can send their troops to capture key strategic objectives, such as fortresses. Players experience high-stakes fights for central points on the battlefield, mastering them through fire attacks, war tactics, siege weapons, and by executing the strategies set by commanders who order their troops to attack.

Additionally, Dynasty Warriors 9 Empires features an expanded editor that allows players to create their own custom officer and interact with the heroes of ancient China in entirely new ways. Players can immerse themselves in the life of an independent officer, act as a benevolent ruler, or behave as a malevolent citizen. This allows for a more lifelike and immersive Three Kingdoms world, with constantly changing interpersonal relationships and dramatic events, where the relationships between characters hold greater significance than ever before.
