The World Federation of Republics, a new state, has now been in existence for half a year. Gerhard Halder becomes one of the early victims of the ruler Daniel Hohlfelder. When he retires, Halder refuses to hand over his assets to the state. Johann Gröll, an important minister, meets Halder on this occasion. The two different men share a part of their history. Daniel Hohlfelder, the president of the World Federation of Republics, must fear for his power. An underground organisation of undreamed-of magnitude tries to make his life difficult. To make matters worse, his daughter turns away from him after he tries to have her boyfriend arrested. Meanwhile Johann Gröll continues to fight against the president at the head of the underground.
