It examines the challenges associated with the introduction of genetically modified organisms (GMOs) in agriculture and highlights the related governance issues concerning environmental safety and human health. The study utilizes a range of common features and components of biosafety regulations that are linked to the provisions of the Cartagena Protocol on Biosafety. Despite the progress made by the protocol in regulating modern biotechnology, the investigation shows that implementation in countries like South Africa and Uganda has not led to a harmonization of national regulatory processes. The findings clarify that the national biosafety legislation in both countries does not fully align with the requirements of the protocol.
