Both on the business and consumer side, the pressure induced by the continuous rise in transportation costs is growing. The distance-based toll for road freight vehicles with a maximum permissible total weight (MPW) of 3.5 tons, introduced in Austria on January 1, 2004, was intended to contribute to alleviating the enormous traffic volume and to allocating the costs incurred in transportation according to the polluter pays principle. This implemented the European Union's road charging directive in Austria, which allows member states to levy usage fees for certain transport routes.
