Windows 10 is in German as standard, but you have the possibility to download language packs.
For additional components, this is not possible.

"ex works" it has hard disk slots for:
2x 3.5 inch - crosswise at the bottom in the mainboard chamber, hot-swap rails
4x 2.5 inch in the drive chamber
... of which 1x 3.5 inch is apparently occupied
Instead of the optical drives, you could theoretically also install 2x hard disks.
The number of connectable drives also depends on the mainboard. (The number of activated Sata ports)
