Because the combox is a function of the communication provider, not a function of the smartphone.
According to the Pixel Help, a physical SIM and an eSIM can be used as DSDS on the Pixel 4 and 3a, provided the provider supports this and the device was not purchased in Japan.
Since digitec supplied me with a Pixel 3a black with SKU: GA00750-EN, I assume that it works. However, I cannot test this myself.

We have checked the whole thing and no eSim from Swisscom can be activated on this smartphone.
