The operating system will not be the problem, but the available graphics unit. Most current graphics chips support at least simple 4K playback. For gaming and real-time rendering, however, a high-end graphics card is usually necessary. If you tell us your system or directly your graphics unit, we can at best confirm whether 4K is supported or not.

I don't have a metre at hand but I estimate that it is between 5 and 7 cm from the desk.
If you want to play games on it, you need to buy at least a GTX 1070/RX 480. As a normal work PC, your GPU is sufficient.

Its interest is to be able to represent or memorise many levels of light intensity in an image. This technique is carried out by allowing more values to be assigned to a single pixel. First developed for computer-generated images, the technique was later adapted to digital photography.
